Builder takeover · Steep coastal site, multi-level concrete
One of Varloch's earliest major projects, built 2017–2020: a stalled owner-builder job on steep, high-pressure land at Bilgola Plateau, taken over with partial works complete and documentation missing. We verified every existing structural element, then carried a predominantly concrete, multi-level structure through to completion — with craning, access and sequencing planned around narrow streets and steep grades.

One of Varloch’s earliest major projects, built between 2017 and 2020, this build began as a stalled ownerbuilder job, with only partial works completed and documentation missing. Located on steep, high-pressure land in Bilgola, the site brought logistical and geotechnical challenges.
We assessed all existing structural works for integrity and compliance, then advanced a predominantly concrete structure across a multi-level design. Craning, access, and sequencing were complex due to narrow residential roads and steep site grades.
Northern Beaches Council was formed in 2016 from the merger of Manly, Pittwater and Warringah councils, and the legacy LEPs still apply — so the controls on a site depend on which pre-merger council it sat in. Bilgola Plateau falls under Pittwater LEP 2014, and the Pittwater DCP carries the toughest coastal-hazard and steep-slope controls on the Beaches. Substantial residential DAs here typically run 6–10 months, longer if the site sits in a Coastal Vulnerability Area, and bushfire (BAL) ratings bite on the bushland-fringe blocks.
Bilgola is sandstone headland country: steep blocks, big views and severe coastal exposure, detailed to the marine-exposure end of the concrete and steel standards throughout. Heritage is light on the Beaches compared with the harbour suburbs, so the planning conversation here is about slope, coastal hazard and bushfire rather than conservation areas.
